Ontario announces roadmap to reopening
May 20, 2021 - The Ontario government announced its Roadmap to Reopen, a cautious three-step plan to gradually lift public health measures. The plan is based on provincewide vaccination rates and downward trending health system indicators. Each of the steps will be in place for at least 21 days, with Step One beginning as early as June 14, 2021.
Lawn care and landscaping is currently permitted and will be throughout the various stages of reopening.

Step One
This initial step will begin after 60 per cent of Ontario adults have received at least one dose of a Covid-19 vaccine and if the number of hospitalizations, ICU occupancy and new admission case rates are on the decline.Step One will allow some small outdoor activities, managed crowds at some retail locations, including:
- Outdoor gatherings up to 10 people
- Non-essential retail at 15 per cent capacity
- Essential retail at 25 per cent capacity
- Outdoor fitness classes and sports training up to 10 people

Step Two
After 21 days in Step One, the province will move to Step Two if 70 per cent of adults have received one dose and 20 per cent of adults have been fully vaccinated. Public health indicators must also be trending favourable.Step Two will expand both outdoor and indoor numbers, including:
- Outdoor gatherings up to 25 people
- Indoor gatherings of up to 5 people
- Non-essential retail at 25 per cent capacity
- Outdoor meeting and event spaces with capacity limits
- Personal care services with capacity limits and face coverings

Step Three
After at least 21 days in Step Two, restrictions will ease once again if 70-80 per cent of adults have received one dose and 25 per cent have two, with public health indicators in a favourable position.Step Three will allow:
- Outdoor gatherings with larger capacity limits
- Indoor gathering with larger capacity limits and restrictions
- Essential and non-essential retail capacity expanded
- Indoor dining
- Personal care service capacity expanded
- Other outdoor activities permitted indoors
